I recently received this rather battered Franklin and am perplexed about it's type classification. The top appears as broken but is off the Perf, while the bottom is definitely broken. Any help with identifying this?

Right-side ornaments incomplete = Scott #24, Type V. This feature trumps the broken frame lines (all examples of #24 have large breaks in top and bottom frame lines). Those Types (III, IIIA) that also feature some degree of break in the frame lines have complete ornaments along both sides of the design.
