I have a 2C Washington coil that is perforated 11 vertically. It is unwatermarked and appears to be offset printing (see photo). I can only find a rotary press coil perforated 11 vertically (540a). Any thoughts?

There are no perf 11 coils of that design - thus the search must go elsewhere. Note that coils will have perfectly parallel edges and that the bottom edge of your stamp is wavy and non-parallel. Thus you have a sheet stamp with the perfs trimmed at the bottom (probably by accident when it was cut from the envelope) and accidentally resembles a coil.

This appears to be a 528B with perforations trimmed top and bottom. There are no perf. 11 W/F coils. 540a is a vertical pair of stamps unperforated horizontally between the pair; sides, top and bottom of the pair are perforated.
