no, a pair is two joined stamps either horizontally or vertically. what you have are two singles on cover. if you have a scott catalogue I think you will find the information section useful to answer some of your questions. if not one can usually be found your local library.

My mistake, I meant to say two stamps by saying pair, instead of joint pair. But are they 491 by your opinion or am I wasting time looking too much into it? Thank you

The stamps appear to be type III 492 or 455, but the image of the stamps is too small to make a definitive determination. Scan at a minimum of 600 DPI and crop the stamps into an image that we can all see. If the stamps happened to be type II, competent expertizing would be required.
