Need Help On A Finland Stamp.

Ok I know a picture is worth a thousand words but I have been kicked out of my office for a day or two. And I am on the laptop with no scanner.

I just came across a Finland #51 dark blue 10k, 1891. But the outside border has no circles with the dot inside. The outside border looks like the example- 1901 #66. Anyone run across this before or any ideas?
