ebay a US Based company is well within the boundaries of 47 U.S.C. § 230, a Provision of the Communication Decency Act, a United States Law. Generally internet companies are not responsible to police the actions of users except in specific types of trafficking cases. Vetting is not required nor in the company's financial interests, sadly I might add. I do note that in the threads related to "the cartel" I have reviewed, I saw no mention of 230.
The on going frustration vented on SCF could be placed at the feet of the prosecuting authority of Mr. Ringleader which seems to have failed to include a condition of sentencing, no internet use for buying or selling and shutting down of all accounts with which he was/is associated and standard computer restrictions going forward.
Lacking that, knowing the current
ebay accounts to avoid is the only useful information for buyers going forward. Venting steam while it feels good does not really help inform others, information does.
Fraud in internet sales bothers me, but the real problem from my point of view is not the fraud, but the ease with which legitimate items can be sold, no questions asked, when those legitimate items are all stolen or fenced property. Faster than a flea market, second hand store, or out of the trunk in a parking lot.

Feel Free to continue venting, not that my permission is required; however in fairness, understand that when I vent,
