found in Scott Specialized as REF4, but is listed as being produced in plates of 220 and panes of 110. No mention of booklets ... anybody know different?

That looks like the bottom right stamp from the pane, with the perforations on the top trimmed off.

They indeed were issued in panes of 110 with edges trimmed. Indeed I own a full pane of the 12 ounce stamp.

Mission Dry Corporation canceled 12 ounce stamps are often seen with horizontal perfs trimmed off or trimmed above the perf holes.
