A badly damaged common stamp apparently contained in a ziplock bag and shown in a blurry photograph?

This design was issued over many years and has many varieties. Most varieties were sold in the billions and have little value (a few cents). Stamp condition is also paramount in determining value, typically those which are damaged are virtually worthless.
