Perfin Question From A New Collector

I am trying to determine where this Perfin cancel returns to. There appear to be holes that weren't completed making it difficult to make out some of the letters. My best guess is first line reads FP.B. Second Line LA. Anyone know what entity this comes back to?

I know little about us perfins but will venture a wild guess. Federal Reserve Bank in Los Angeles?

Interesting idea. I figured the LA was for the State of Louisiana and the 1st line were the initials of a business located in that State. My understanding of the purpose of perfin cancels was to prevent employee theft of postage stamps from their employer. I read that online before posting this thread.
