They are listed and valued in the Scott Catalogue. Scott 71 with a type B "Specimen" overprint has a current catalogue value of $200. That would be for a stamp with gum. In the late 19th century the overprint was placed on stamps given to other UPU members as samples of stamps that could be on incoming mail. In the mid-19th century the overprint could be used to invalidate the stamp for postal purposes, but allow someone to see the quality of printing.
