Was The Queensland Registered Rate Ever Reduced?

Hello everyone
This is my first post. I am currently writing up a 120 page exhibit of Queensland, South Australia, Victoria, TPO's and usage of Kangaroos. Yes I know a diverse range!!
I am finishing off Queensland and have two registered covers that only have 4d. No stamps are missing/No tax marks. Both are going to Brisbane. One is dated 1912 from MUNGALLALA and the other has a TPO 4 NCR UP postmark, sent from Rodds Bay. (Unfortunately the year is missing in the mark. Neither cover has any back stamp. From the books I have read (and internet) I can't see to find a period when the registered rate, normally 3d + 2d was reduced to 4d.
Is anyone able to assist?
Hopefully I have been able to add the images of the covers below.

Chapter 7 of "Queensland Postal History", H. M. Campbell contains this info:

Registration introduced when NSW administered Qld, Qld Admnistration continued the system.

to 30 June, 1873 the fee was 6d for internal mail (I don't know what 'internal' means, whether within Qld or within Australia).
from 1 July, 1873, the fee reduced to 4d
from 1 October, 1891 the fee reduced to 3d (UPU rules).

Rules for international mail were different.


The letter rate was 1d from 1.5.11 so your letters are paying 1d postage plus 3d registration.

Thank you for your response. It would appear that most of the registered mail I have apart from these two covers is pre 1911, so it makes more sense now. Will speak to the BSAP Librarian and borrow any Queensland related books.

I have a small library that grows steadily. I have both Bernard Manning books regarding the Queensland barred numerals and postmarks, which helps identifying the types of cancels used. I also use the Queesnland philately site http://qldstamps.blogspot.com.

Not that I am aware of. I am looking for a copy of Hugh Campbell's Queensland Postal Rates & Charges 1832-1913 (1995 RPS of Victoria)
