As always ... thank you Rod. So fast are you. I have been reading some threads of yours on German cancels. Oh my! Fascinating. I have a few with a little figure of a man (kind of looks like what can be called a "lawn jockey") on the early German cancel I am searching for and will post it soon...or you can tell me where to look.

As already mentioned by Rod, it's a cutout from Bavaria postal stationery; could be either Michel P 26 (1883/84), P 30 (1884/88) or P 34 (1888/90). Below are the scans from German postal stationery catalogue (Ganzsachen-Katalog Deutschland) from Michel.
