Not seen before. My first guess was Belgium (Lion Rampant) however it is facing right, (Sinister) so no good there... So we need Lion Rampant sinister, with two tails ?

Found this block on the same stock book page. Rather than an EBS inscription, there is a bilingual, alternating background printing of "ETAT BELGE BELGISCHE STAAT".
So, the German occupiers disenfranchised the country to be "the Belgian State" rather than Belgium, and the bilingual shortening of this to be EBS.
