Please see attached image - stamp has been surcharged from 50 to 8000. Most of these seem to be from time of Chinese civil war. Have not been able to find this stamp in any catalog. Colour is more orange than the scan has shown.
Ditto. China's complicated history means that Scott's organization of provinces and occupation areas is sometimes confusing. I've generally found it best simply to hunt for the overprint. In this case: Northeastern Provinces, #56, 1948.
