Victorian Stamp With Sa Perfin.

Hi all,
I've come across another seeming anomaly.
Here's a stamp from Victoria with an SA perfin.
I thought all SA perfins were on South Australian stamps.
Any information is appreciated.

My first thought was that the SA might be the company initials in Victoria?

The SA perfin on Victoria stamps stands for Salvation Army.

I was stumped, the Official SA, had the S as 13 pins, not 12.

The subject perfin is SA.1 in the 'Handbook of Australian Private Perfins', Edited by John Mathews.

Religious and Welfare

Used 1899-1906 in Victoria.
Rated 'Uncommon'.
