Looking for any information that our members may have concerning this 3 cent essay of the 1898 2 cent map stamp.

It has been dubbed the mystery essay as the POD has no record of it and it's the only essay with a 3 cent denomination. My belief is that it was the first essay submitted for the new map stamp using the 1897 Queen Victoria Jubilee basic design. All other essays are a 2 cent denomination and have been documented.

Hmm. After careful consideration and long deliberation, I believe this might have something to do with CANADA.

Therefore, I have MOVED IT TO THE CANADIAN STAMPS forum.

My answer doesn't really help...found this image at http://www.mapstamp.org/stamp-that-wasnt.php but you probably found it yourself in the course of your own research. I'll keep looking.
