This was an interesting find today. I'm inclined to believe it may have something to do with Australia. Only because it was found within pages of Australian Stamps. The inscription, "HONI SOIT QUI MAL-Y", are French words that you'll find on Britain's royal coat of arms, on the cover of British passports, in British courtrooms and elsewhere of note. Apparently, it is Norman French from the 12th century. To learn more, read https://www.thoughtco.com/honi-soit...ense-1368779, among many other sites available. It was a nice little history lesson!

Honi soit qui mal y pense, "Evil to him who evil thinks" is what we were taught at school. The motto does indeed have an interesting history, a strange (alleged) origin and continued use to this day. The Norman influence, particularly on English legal, courtly and governmental matters cannot be understated.
