The PSS classifies the entire device as a Kansas City 163, regardless of the variance of the type size. I'm not sure why they do that. I have checked both the PSS CATALOG OF CITY TYPE COILS PRECANCELED BY COIL MACHINES, Third Ed, 2011 as well as The PSS CATALOG OF CLASSIC PRECANCELS PART IIa - ALABAMA TO MONTANA, First Edition, September 2014.
As Hal said, this is a coil machine precancel. Those machines tended to compress and stretch the cancel sometimes, so the letters can be wider and narrower. They are from the same device. The PSS Town & Type catalog is a catalog of devices. Variances are typically noted, but coil machine variance like these happened on most of these types of machines. Hope this helps.
