If it has no faults, I would consider this stamp to be F-VF.

A general philatelic principle: (The Possession Factor) "The possessor of a stamp or those acting in the interests of the possessor of a stamp will usually grade the stamp at least one grade higher than would be the case if the grader did not possess the stamp or was not acting in the interests of the possessor." This is human nature; dealers do it, auction houses do it, and collectors do it.

For centering, it is no better than F-VF. Centered noticeably to the right and slightly to the top.

After getting a few opinions from trusted dealers this seller wont refund my purchase because I saw the photo before buying. I crossed him off my list.

Considering the other side of the coin, this dealer's stance is consistent with most major auction houses of "no returns for reasons of centering on lots illustrated in the catalog", to paraphrase.

I am not a novice and I know the "no returns policy." But this dealer presented this as MNH VF/XF. Suppose I had it expertized and it came back F/VF (75). No return since I saw the photo? BTW I am not now trying to return it. I am just trying to clarify what the stamp world opinion is on this issue.

F-VF. To cert. now would have required an extension notice with the dealers various rules.

vertically it is very nice but it is too far to the right to get quite to VF
