Is this first one #18 or #20?

18, 20, and probably #21. The #21 should be plated for more certainty which I cannot do from that image. A better scan may help but I am not able to put the time into it right now.

The first one has a P.F. cert and was certified as #20 (submitted as #22). I think it might be wrong.

The first one is clearly #18, so the PF is wrong. The bottom plumes are definitely complete.
