Not positive about this one but it is normally overprinted as a Religious Tribunal stamp around 1920-21

Hello Hani,

Yes, this is an Ottoman 10 paras revenue stamp for use by the religious courts.

This is from a set issued in 1910-12 with face values from 10 paras to 1,000 piastres.

As SForgCa mentioned, stamps from this set were overprinted for use as postage stamps by the Ankara Government in 1920-21.

There was a similar set issued in 1905 but with the tughra of the previous sultan.
