Brownish paper (usually with no gum) means it's a forgery. The basic design should be a dark green; this looks blue or blue green.
Further, the rose/pink overprint has letters incorrectly shaped and an incorrect lion face, a type known to be found on the forgeries. It is thought to be printed as it is so clearly done, while the original is handstamped and more variable. There are also forged handstamps otherwise.
