Looks a lot like the "Life is Good" logo, but it is hard to see. Ikey, could you please loan us your optics so we could see this thing a bit better ?

' Peter, I am not sure what detail you are hoping will pop-out at you, if only you had more pixels to work with. Sadly, I did not, and am working with an image that was forwarded to me for assistance.
So, yes, it's probably LC or LG or CL or GL but, in any case, it is either something you easily recognize, or it ain't.

The logo appears on the art side of a post card.
Might be a publisher, might be the artist, might be ...
French because that is the language of the illustration.
WW1 because that is the subject of the illustration.
None of which really matters, because it is either something you easily recognize, or it ain't.
