I Need A Little Help Identifying A 3 Cent Washington Stamp

I have been going though my grandfathers collection and identifying stamps, but this one is giving me a little trouble. In person it looks blue green but after hours of looking at it I am not so sure what it looks like. The stamp appears to have been hinged or glued, and the gum is either worn away or non existent ( I can't tell). I think the paper is soft porous but I am still getting used to different paper types. I would love to find out that someone took this out of a collection (scott 169 or 194) and used it but I think it might just be a scott 184. I look forward to reading any insight.

What Kind of paper could this be, soft and porous or hard and white? Does the stamp seem to have any gum?

Its used, it wouldn't/shouldn't have gum. Hold it up to a bright light and you'll be able to see the paper type, if it is mottled, it is soft. Read more on paper types at the link Don gave above.
