Are they offset or error? What are the Scott for them?

Based on the brightness of the paper I would vote chemically altered, and in a bad way that bleached out most of the stamps color. Can't tell if it's offset or flat plate. Again I'll take a stab and say offset, maybe a 525.

It also has the faint appearance of a double impression.
