I have this cutout and am pondering on how to clasify it.
I have only Scotts world catalogue and I didnt find it at the back.

Any help apreciated

You have a government embossed stamped envelope clipping with a additional paper tape from a Pitney Bowes brand postage meter applied at the Ansonia post office to pay for fees of some sort. Meters are beyond the scope of the Scott catalog. Interesting, but little value.

Not necessarily a registered mail item.

The Buffalo with USA 22 is from a stamped envelope, Scott U608. It is found in the Scott Specialized catalog but probably NOT in the regular catalog under United States.

The manila tape strip is from a Pitney Bowles postage meter, and I can't read the denomination, but it probably makes up additional postage required for the mail piece above one ounce. It is not a registration label if that was what led you to wonder if the item was registered.
