I'm asking for someone on another message board, with apologies for the quality of the image, but this is the one he used, and it seems adequate for the question: Does anyone know what the 'E.P.' on this stamp (revenue) stands for?

The only possible fit I can find by 'Googling' is 'emision permanente.'
Can anyone confirm (or dismiss)?
