Is this stamp and error? Does it supposed to be blue?
Any examples or links to support your information?

I never seen on in this color. Please any help would be nice.
It is a FDC.

The blue-ish color of the stamp paper was caused by "less than ideal" wiping of the printing plate. It is not uncommon with this series of stamps, or with other engraved stamps.
