I have these stamps in this condition: never hinged or hinged, all with gum but cancelled. The cancellation is the one of the first day of issue.

I am wondering if I have to look in the catalogue the value of the stamps like MINT NEVER HINGED or USED.

Used - they're cancelled by favour or cancelled to order.

CTO's are a common way for countries to sell stamps but never have to allow them to be used as postage. I remember seeing lots of East German CTO's when I was a kid. They were everywhere. As a general statement, they have minimal value because they are not really used and not mint either. I consider them to be souvenirs.
