Does Any Know The Souce Of The Banknote Stationery For This Pacific '97 Cover?

This cover was in a dealer's $1 box and I purchased it for its clear Pacific '97 cancels and the colorful banknote stationery. The stationery doesn't look like it fits the philatelic theme of the convention. Does anyone recognize the banknote envelope or its source?

The envelope just has a Pacific 97 sticker added; it could be from anywhere. Also, as an aside, there was a different design cancel for each themed day of Pacific 97.
