While flyspecking a stack of some carricature definitives (Sc593A),I found two stamps appearing to be printed on some unusual type of ribbed paper. They are shown below,front and back. Possibly the lines were made by some rollers. Has anyone seen this before? Any explanation would be appreciated.

It appears that they were dried (after soaking) on quilted/textured paper towels.
