Is This Scott 453 Type III Or 455 Type I ? Extra Line In Ribbon

I have cover with this stamp on it post marked August 21, 1916.
stamp measures 19.5 X 22.5 So a vertical rotary coil. Odd thing is this seems to be scott 490 type I by most of the engraving marks ( left ribbon 1 shading line, weak toga line and button outline, weak line at hair by cheek).except for the extra strong shading line in the right ribbon that is not to be there. Is this common?

Type III. 455 if SL Watermarked and 492 if Unwatermarked.

1916 postmark is too early for 492, thus must be 455.

So here are other characteristics of type I from Washington Franklins book

under the chin 2 horizontal shading lines that appear deeply cut.
Nose is not as strong and weak in the up curve
weak toga rope and button fifth shade line partly missing.
Mouth line thin and straight
shading on cheek by hair is not connected strongly.


type III characteristics from Washington Franklins book:
Toga rope and button outline complete and strong
nose bottom ends with strong upward curve
button shading lines are complete accept for middle line broken in two places.
P and O separated by a strong line.
shading under chin heavy through out.
4 cheek shading lines connected by hair outline.

Now what is this and why?

Type III #455 Rotary Press Coil. Can not be Type III #492. #492 did not go on sale before 11/17/1916. The strike is weak, but still a T-III.

I know this is not 492 that is obvious. but you all assume that it is 455 because since there is one line in the right ribbon it is automatically tyIII. all the other marking don't seem to match. the toga, the button, the line joining the cheek and hair. I was always told the line connecting the hair and check had to clearly connect 4 lines as a key indicator.I guess I am trying to see if that is the case, if a line is in the ribbon it has to be tyIII.

The quick and easy way to determine that it is not Type I is the upper right berry. It is three dots forming a vee shape. Type I is a single dot.
