I think this might be a revenue cancel but not sure? Any opinions? Thanks!

Yes indeed, it is a "Tollur" cancellation used to cancel postage stamps which were used to pay any customs duties.

Iceland used her own revenue stamps for what we think of as "normal" revenue documents such as legal or bank documents, some goods receipts, etc.
