Hi Folks,

I believe this is a U.S.Govt Proof of U 406.
Printed on flat press without embossing on thin paper.
Also note 2 or more colors of paper appear (margin)

Am I right?
where can I find the values?

It appears to be a cut out from a post office poster (same green background on right).

what a bummer! I thought I had something.
It was part of an acquired collection, and filed in a separate envelope. very clever trick?

on a different note, I am impressed by the fact that the poster exists in somebody's collection.
