I found a peculiar stamp. I have no idea what it's worth or if it has historical significance. 25 Cent Power of Attorney stamp, it has george washington (I believe) in the middle, it's shape is long and vertical. (2 average small stamps ontop of eachother)

It's also used, stamped with: 'American Watch Co. Dec 3 186' (Can't see the bottom half of this part.)
The 2nd one you described sounds like R78 and if is is perforated all around is valued around $1.60 - $2.90.
Most of these can be found under the US Revenues category in the Scotts Specialized catalog. Your local library should have one in their reference section
