1932 3 Cent Olympiad - Signature???

I'm hoping somebody can help me figure out this signature. I've looked at pictures of full sheets and none I've seen have a signature. Is this something unique or do you think it was added after the fact? It looks like it says Victor, last name cut off. Does the name have anything to do with this particular stamp? Thanks.

Thank you Don. I knew it was a 718 but I couldn't find the designer anywhere. Even the link you gave me does not say the designer name. Why does this stamp have his name when sheets of them that I've seen online do not?

It may or may not be part of a signed sheet; you would need to look up his signature and see if it matches. I am not sure that a partial signature has much value, a specialist in this issue may know.

Are stamps with the designers signature worth money? I have a block of four of the 1939 NY fair stamp with his signature.
