Your stamp is Kansas C14 from 1933 as cataloged in the State Revenue Society Catalog, 2nd Edition, 2013, page 265.

Mint catalogs at $1.50, and used at 75 cents.

Your copy has led a rough life and is in sad shape, so it would sell for much, much less, if at all..

A W Logan, Director of the State Department of Inspections and Registration. Do not know if the signature is authentic, but old and worn or not, I like it:D

According to the Wrisley catalogue that is a black overprinted signature - i.e. printed on the stamp and very likely to be real.
