I just noticed that the Parcel Post section (and I think the Franchise section) is missing from my France specialty pages. Extremely disappointed. This was after noticing the French Offices Abroad pages are also missing some spaces. |

classic paper means check the copyright date on the front page. French parcel post stamps were not in the 1988 Scott catalog that I have kept and weren't in the France specialty album back then either. Don't know when they got added to either one. |

I purchased my Scott France Specialty pages 2 years ago and they aren't in there. Same purchase time for my Scott French Offices Abroad Specialty pages. That is what is so disappointing. Seems like a really easy add to make these complete. It's not very special to have spaces missing for item listed in the Scott catalog. |

These are (like much else) no longer in the standard Yvert album, so it's unsurprising that Scott doesn't incude them. |

Scott 1969 standard does not list Parcel Post, but does list Franchise. Scott 2012 standard does list Parcel Post.
For French Offices Abroad, China, Kwangchowan, the Petain regular issues of 1941 are listed even though the note says not placed on sale. The other Vichy government stamps, regular, semi postal, and air post semi postal are not listed in 1969, but are listed in 2012.
The specialty pages reflect what is listed in 1969 and likely many years later. This is nonsense to me in that if it listed in the catalog as a major, then the specialty pages should have the spaces. It also makes no sense why the Petain regular issues that were Vichy government issued have spaces, but not the other Vichy government issues.
My specialty pages are copyrighted 2002 and 1996. The latter being French Offices Abroad. |

Just seeing this thread… I had been wondering about that myself. A couple observations I can share:
First, those pages were printed by whomever had that collection before. Scott (to the best of my knowledge) has never printed Specialty pages for the France parcel post stamps. You can tell they're homemade by the font (not the same as Scott's) and the fact that all the spaces have no information in them.
Second, those borders indicate the pages are from the Scott International album. Those are slightly smaller than Scott Specialty pages.
I am not sure when, but I believe that sometime in the last ten years or so, Scott added these stamps to their listings. They were originally considered to be "railway" stamps, more like locals than actual "postage" stamps - but for some reason added them to the listings. This would explain why Scott didn't include them with the stamp pages; they added them to the catalogue, but never got around to adding them to the pages.
I have mine mounted on blank pages in the back of my Scott Specialty album for France; I do collect Railway parcel stamps from different countries, so I have been familiar with these for a while. They are Cinderellas, though - since most are private carriers.
I hope this helps. I should write someone at Scott and ask about this… and I agree (as I usually do) with Rod, those are some really lovely stamps in that collection. They're all listed in the Scott Catalogue, and you'll notice that they're not cheap. |

I imagine that few US collectors actually collect these, hence the absence of leaves, of which there would be quite a lot - there are fourteen of the old, large Yvert leaves covering the French issues, seventeen MOC pages for the Algerian issues. |

Simple answer here is to asked someone to print you a set of those album pages from the most recent Steiner system and then offer a payment to cover cost ,I am sure if you want a special color or type of paper ,then the cost would be higher . I keep two paper hole punchers , one set for three ring binders and one for my Scott Internationals. Those Steiner pages fit well into the Internationals ,they are just 1/2 inch shorter or so . I fit a few pages in and have no problems with them . |
