You can clearly see the crown below the whitish area. That is a sign the blue was applied to all of the surface. The phosphor bars were applied over the primary ink. It would be the first error on a Machin where ink is missing between the phosphor bars when the bars were printed later or the error coincides with the exact, somewhat shifted area on which the phosphor bars were not printed.
