Tony, Thank You for the translation. The sad thing is, I have an old woman next door that is "off the boat" form Italy. A Very, Very, NASTY, Bitter old lady. I had asked Her one day and she told me I don't know, some kind of tax. Mind you I know She could read it. She is a retired School Teacher. She Taught Italian, German and French.

Malta periodically went back and forth between postage stamps that were postage, only, and postage and revenue. This is why there are so many overprints of Malta. The KGV Malta was from the period in the '20's when stamps were postage only, and a separate run of revenues was created.

I never really knew why I bid for them at auction, they were always cheap and interesting, and like Cinderellas not many bid against you.
That was 10 years ago, and now, you can have a virtual bunfight when they come up, especially India.

Recalling vaguely stuff from my childhood, say, the 50s, I remember father saying something about all applications for government services had to be "stamped". Having said that, I cannot think of what services my parents could possible have been applying for in the late 40s, early 50s, since Old Age and Survivors Pension came on line in '56, Social Assistance also in '56, Disability in '65, Earnings-related Pension in '79, and Social Security in '87. Perhaps - and I'm just guessing here - applications for passports, ration cards (for two years following WWII), construction permits, residence permits, property rentals from government bodies, none of which would have applied to my parents.
