Welcome to this forum.
This is the postage stamp number 2 of the Principality of Montenegro from 1895 and is available in the perforation variants L 10 1/2: L 11 1/2 and L 11 (L stands for line perforation). Value 1 to 5 Euro (for the second perforation variant). Since I am unfortunately not able to read the postmark, I cannot tell you where it was cancelled.

The postmark appears to be CETINJE (Tsetinje), the old royal capital. |

Hi Rod,
That's an interesting question.
I've just had a look at my used British postage dues and almost all of them have a CDS (or in some cases a rectangular parcel postmark). |
