France SC #17 Color Variety And Cover?

Scott lists 3 different varieties of color for France #17 and I am wondering what you think this is?
#17 - bl, bluish
#17a - milky blue
#17b - deep blue

And I don't collect covers and am still unclear on the definition of what qualifies.
So, it this a cover? or just a nice cancel? both? neither?
Does the star cancel have some additional background (I have not researched it yet) ?

And if a cover, this is a "single franking", correct?
(Sorry I am not much of a specialist which is why I come here!)

I welcome your thoughts, opinions and comments.

A cover is the full envelope. This is what's called a "piece", i.e. a section cut from the envelope.

This is not a cover.It is considered a stamp on piece.The star cancel is Paris(in this case it is the mute type;no numbers inside).
Single franking….

If it were mine, I'd be thinking "Milky Blue"

I vote for a light impression of the standard blue. Milky is usually a lot lighter in my experience.
