This stamps perforation is strange all over, but at top right part it
looks like some perfs may have been removed.
I would appreciate your views on this.

Someone just cut the stamp with scissors, probably not intentional.

Looks like a candidate for a good soak though, unless that's a water soluble ink, and I don't believe these issues did that.
