Bottom stamp appears to be top row plate 4. Type II, Scott 7
It is special and very nice
If you look in Franklins head there is a small curl
Will try to plate later. Others will probably beat me to it.
Very nice stamps. Where did you get?

Bottom stamp Is 3R4 but is exact stamp on plating archive on line
Why are you here? Do you really need help since stamp was plated already?

Thank you for your help. I actually tried to plate it myself but was having hard a time. I thought the bottom might be plate 4, but just wanted to be sure before I bid.

Could the top be a Type II plate 3?

The color and impression on the top stamp do not say Plate 3 to me. Looks like a Plate 1E Type II A relief.
