Only a small portion of the place-name is visible, but I think it's most likely Düsseldorf.

European dates (maybe some Asian dates, too?) always begin with the month, then the day of the month, then the year. The first two are the opposite of how we do it in the U.S. so it confuses Americans sometimes. So this reads as the "15th day of the 1st month of '90" which must be 1890.

What are the other numbers? Most likely time of day numbers, meaning maybe 6:00 am (or pm).

The large number "1" at the bottom of the cancellation could refer to a particular post office, but I'm not sure.

I've heard this type of cancel called a "comb" cancel since the shaded areas look a lot like combs.

This is not true.

At least on continental Western Europe (I'm not sure on UK and Asia). We always start dates with the number of the day, them the month and finally the year. So, for us (Barcelona, Catalonia, W. Europe) today is "16.04.20"

Drew's first sentence is incorrect, as Cursus notes, but the next two sentences in that paragraph are correct, so I reckon that the first sentence was an inadvertent slip.

As bookbndrbob stated, "6-7 N" means between 6 and 7 p.m. (N = nachmittags, post meridiem).

Re Asia: In Japan, dates are usually year-month-day, and this is the order most frequently seen in Japanese postmarks.
