I agree with NSK, Cut out.

The back of a postage stamp looks different, far more white.(pretty sure, I only had several thousand go through my hands)

I think there is confusion about the description of the paper thickness.
(that is what made me make my first comment, which is now replaced by this post)

Hi Eric,
Just mutilated postal stationery (Cut Square)
to offer examples of paper, colour etc.
As others, I'd suggest a stationery (badly) cut square
