Two out of three certifying experts felt that the bottom edge of this specimen was re-perfed. I'm inclined to agree.
The design is nice, but the color choice was unfortunate, due to the low contrast. The subject always kinda reminded me of that really bad 1957 sci-fi movie, "The Giant Claw":

Subject stamp below, center, flanked by reference copies. Granted, I've pursued all things philatelic for only 15 months, but I must say that the subject's re-perf job (pre-dates 1998) is artful:
Fibers are the natural result of normal separation of a perforated stamp from a sheet. This stamp exhibits no fibers on the bottom edges of the bottom perfs like is seen on the other 3 sides. There are several other clues here but this is perhaps the easiest to see.
