Missing or partial letters:
The ideal EFO of this type is one where complete letters are filled in (100%), and all the rest are normal (i.e., as they would look on a pristine envelope).
Any partial letters, weakly filled letters (i.e., you can "see" the underlying missing letter(s)), or a mix of qualities will drag the value down rapidly.
In the OP's set of cut squares, the left 2 in row 3 are examples of partial letters (blue paper example), and weakly filled letters (white paper example). Both are typical of this EFO type.
Other examples:

The missing N in WASHINGTON is a prime example of a missing letter. The few gaps in the ribbon lines are moderately negative.

This missing U in UNITED is a very nice EFO, even though the underlying strike exhibits a worn and tired die.
If they were being offered on
ebay, I'd be $20-$40 range. The OP's two missing or partial letters examples were likewise on
ebay, I'd put my paddle down at $5-$10, depending on how I felt that day.
