I cannot locate this item below in my Scotts US Specialized catalog.
I am guessing it is a stamped wrapper cut square based on the color, texture and thinness of the paper.

10 cent Geo Washington left profile blue & cream on brown paper.

Is this a 'stamped wrapper'? What scott's cat #?

Definitely a Die 10 forgerey, The first give away is the 5 instead of 6 point stars, 2nd is the color blue, 3rd is the wove paper, 5th is Washington's head. Made in Germany probably for the packet trade.
