A Germany Clarification, Please

Some early German postmarks had the town name in the upper part of the circle and at bottom had, for example: "(BZ Leipzig)".
Did "BZ" refer to "Betriebszentrale" (railway operations center)?
If so, WHY would that be put in the postmark?
My thanks, in advance, for anyone who will clear that up for me.

In this case, I believe the "BZ" is short for Bezirk, meaning district of, or area of, since Borsdorf lies just east of Leipzig.

I also thought it might be Bezirk, but that is abbreviated - normally - as Bez.. Also 1929 might be a little early for the use of Bezirk.
