Is this rare or common? Is it Scott 300?

What is the difference between a rare and a common? I'm very new to this and it's confusing.

The coil versions of this design are rare and costly. US coil stamps have a straight edge on two parallel sides and perforations on the remaining two parallel sides as shown here


You can typically ignore claims of rarity for many stamps listed on ebay. You can learn more about your stamp here (note the number produced)

Thanks for your help. Yes, ebay can be deceiving. Same stamp with perf on three sides like this one is listed for thousands.
